Sep. 16, 2025 — Redmond, WA City Council passed Ordinance No. 3228, approving the dissolution of Community Facilities District (CFD) 2014-01, which funded key improvements at the Overlake Transit Center.
The ordinance ratifies the termination of the CFD, originally established in 2014 as a public-private partnership between the City of Redmond, Microsoft Corporation, and Sound Transit to finance enhancements, including a pedestrian and bicycle bridge connecting the east side of 156th Avenue NE to the transit center and the west side of SR 520, as well as canopy coverage for waiting areas.

The action follows a petition by Microsoft, the sole landowner in the district, after all deliverables were completed or addressed through alternative means. Remaining funds will be returned to Microsoft, and Chapter 3.95 of the Redmond Municipal Code, governing the CFD, will be repealed.
The item passed as a consent agenda during the September 16, 2025, City Council meeting, concluding the district’s role now that the light rail station—formerly known as Overlake Transit Center and now Redmond Technology station—opened in May 2025 with a new three-story parking garage and other upgrades.
The Overlake Transit Center serves as a key hub on Sound Transit’s Line 2, providing connections to Bellevue, Seattle, and local buses, including recent King County Metro Flex service in Overlake.
