Redmond Approves Overlake Commons Development Including Public Nature Amenity

Oct. 30, 2025 — Redmond, WA The City of Redmond approved the Overlake Commons Master Plan and development agreement for a major residential project at 2956 152nd Avenue NE in the Overlake neighborhood, featuring two 8-story buildings with up to 830 residential units, 750 below-grade parking stalls, and a new 3,000-square-foot publicly accessible nature amenity.

The project, submitted by Stellar Overlake Terrace, LLC under file numbers LAND-2024-00221, LAND-2024-00222, and LAND-2024-00223, received a Determination of Non-Significance under the State Environmental Policy Act.

The development is subject to regulations as of December 31, 2024, provided complete building permit applications are submitted by December 31, 2026.

The agreement, which runs for 10 years with a potential five-year extension, requires public benefits including enhanced bike and pedestrian safety along 152nd Avenue NE, LEED Gold certification, public art installations, and the nature amenity designed for active and passive recreation, public seating, or dog park features.

Owner shall provide 3,000 square feet of publicly-accessible nature amenity on the site (the ‘Nature Amenity’). The Nature Amenity shall be designed and programmed via the SPE process, and may include active and passive recreational features, public seating, dog park amenities, or other amenities to be determined.

The project supports the Redmond Comprehensive Plan by adding housing near transit and employment centers in the Overlake Village 1 zone, with connections to public open spaces and street improvements.

Transportation impact fees include credits for the existing assisted living structure (150 beds) being demolished and potential contributions related to Esterra Park. Tree mitigation is required at a 1:1 ratio, or in-lieu fees if necessary.

The City Council study session on the project is scheduled for Jan. 27, 2026, as part of CM 25-649. The development aligns with Overlake’s growth as the third-largest employment center in the Puget Sound region.
