Redmond Outlines Phased Expansion of Parking Enforcement Including Downtown Areas

Dec. 10, 2025 — Redmond, Wash. City staff presented a plan to expand parking enforcement citywide, including additional downtown managed spaces, with initial rollout targeted for April 1, 2026, ahead of light-rail openings in Overlake and Marymoor Village.

Police Chief Daryl Lowe and Parking Administrator Jacob Lasser outlined the phased approach during a City Council meeting. The expansion covers 442 downtown spaces (375 permit-designated), Overlake 101 (85 permit spaces), Marymoor Village (49 spaces, 41 permit), municipal campus sites like City Hall and the senior center, Fire Station 11, and parks such as Hartman Park. The plan shifts enforcement operations in-house by July 1, 2026, introduces new permit types, including low-income/senior and business options, and transitions to digital permits via a proposed Parking Management Platform.

Technology evaluations include license-plate-reader systems and in-street sensors for geotagged enforcement, citation management, permit sales, towing coordination, and a customer portal. A two-phase vendor process will ensure continuity: a short-term contract followed by a permanent RFP selection, with recommendations expected early 2026. A fee study is also underway.

Council members sought details on fee impacts, low-income eligibility, integration with shared-parking initiatives, and towing versus ticketing policies. Staff noted that tow fees are state-regulated.

Current downtown parking rules, updated as of December 4, 2025, enforce 2-hour limits from 9 a.m. to 9 p.m., Monday through Saturday (excluding Sundays and holidays), in effect since January 1, 2024. No warnings are issued; violations result in $29 tickets. Monthly on-street permits cost $50 and allow all-day parking in designated zones, requiring vehicles to move every 24 hours.

“No person may repark a vehicle on either side of the same street in order to extend the vehicle’s parking time beyond the time limits established… unless the vehicle is moved to a street with a different street name.”

Enforcement is handled by a contracted agency, with towed vehicles recoverable via police at police@redmond.gov or 425-556-2500. The Redmond Central Connector lot at 7541 Leary Way NE offers 92 spaces, with the first two hours free and $1 per additional hour via apps like PayByPhone.

Changes stem from the City Council-approved Downtown Parking Management Strategic Plan to promote off-street parking and alternatives. Inclement weather suspends enforcement when City Hall closes or when roads are unsafe.
