Sept. 24, 2025 — Near Madras, Ore., Central Oregon Drug Enforcement (CODE) team members, including Redmond Police Department, arrested two Redmond residents and a Bend man following a vehicle crash during a traffic stop, seizing commercial quantities of fentanyl and methamphetamine along with three firearms.
The incident occurred around 9 p.m. when officers attempted to stop a black 2023 BMW X1 suspected of transporting narcotics from the Portland area toward Jefferson and Deschutes counties for distribution. The vehicle eluded the stop without a pursuit and crashed into a private driveway on NW Gumwood Lane after striking fences, a law,n and boulders, according to a CODE release.
Tyler Wayne Fuller, 36, of Redmond, the driver, was arrested on charges including attempt to elude police, felon in possession of a firearm, possession and delivery of methamphetamine, and a Schedule II controlled substance.
He also faced a federal warrant. Cynthia Michelle Winishut, 36, of Redmond, a passenger, received a citation for felon in possession of a firearm. John Christopher Allen Richardson, 28, of Bend, faced charges of felon in possession of a firearm, possession and delivery of methamphetamine and a Schedule II controlled substance, plus a parole violation warrant.
All three occupants are convicted felons prohibited from possessing firearms. A drug-detection K-9 alerted to narcotics in the vehicle, prompting a search warrant.
Officers found significant amounts of fentanyl and methamphetamine, three firearms, packaging materials, drug records, and a scale.
The arrests concluded a long-term drug trafficking investigation. The suspects were treated at St. Charles-Madras Hospital after the crash and lodged in Jefferson County Jail. Additional charges may follow as the case remains under investigation.
CODE is a multi-agency task force comprising the Redmond Police Department, Bend Police Department, Deschutes County Sheriff’s Office, among others, supported by federal partners like the DEA and FBI.
